9/24/2024 – Crescent Grove (fka Ruby Street Apartments) – An Affordable Multifamily Housing Development
The Regional Center of the East Bay is excited to announce an affordable housing opportunity available in January 2025! In the fiscal year 2020-2021, the Regional Center of the East Bay (RCEB) received Community Resource Development Plan funding from the Department of Developmental Services to acquire these affordable housing units. The project, Crescent Grove (formerly known as Ruby Street Apartments), is a multifamily affordable housing development by Eden Housing, located at 22447 Ruby Street, Castro Valley, CA 94546.
Project Details and Location
Crescent Grove will feature 72 affordable apartment homes and is expected to be completed by January 2025. The site is conveniently located near grocery stores, restaurants, parks, and transit options, including downtown Hayward and Castro Valley BART stations. The project will offer numerous amenities, such as a community room, community gardens, a residential courtyard with play areas, EV charging stations, laundry facilities, and onsite property management and resident services.
Allocation for RCEB Clients
Ten units (2 studios, 5 one-bedroom apartments, and 3 two-bedroom apartments) are specifically allocated for clients of the Regional Center of the East Bay. These units will come with Mainstream Housing Vouchers, which have income limits set at 30% of the Adjusted Median Income. At least one household member must have an intellectual or developmental disability to qualify for these units. Non-disabled parents with a child who is an RCEB client and meets the income requirements may also be eligible if they need affordable housing.
Application Process
We are currently compiling a list of interested clients for these units, with names collected through referrals by case managers. Eden Housing will compile a waitlist for non-RCEB clients interested in applying through their online portal. For more information or to be added to the list, please contact your RCEB case manager with your household size, address, phone number, and email address. Alternatively, you can email this information directly to housing@rceb.org. Names will be randomly selected from this list for submission to Eden Housing. The deadline for name collection is Tuesday, October 1st, 2024. Eden Housing will contact the selected individuals to assist with the certification process for the Mainstream Housing Vouchers.
If you are selected to apply for a unit, you will need to submit the following documents for each household member as part of your application packet. If you do not have these documents, please request them from the appropriate agencies

- Valid government issued ID (for adults 18+)
- Birth Certificate
- Social Security Card
- Income Verification (for adults 18+)
- Assets for all active accounts (i.e., bank statements) (for adults 18+)
