Issue

The Regional Center of the East Bay (RCEB) is submitting an AB 637 proposal to develop an innovative means of providing these necessary services. RCEB request falls under the proposal type “service contracts with providers” in accordance with Welfare and Institutions Code §4669.2(a) (3). We are requesting for Welfare and institution codes § 4691.9(a)(1) and Welfare and Institutions code § 4688.21 (b)(4)(A)(B) to be waived in order to move forward with a standardized rate for service under service codes 110 Supplemental services , 532 for Tailored Day services and 055 Social recreational activities that exceeds the statewide median rate for service.

DeafPlus is an agency vendored with The Regional Center of the East Bay for Behavioral Day Program, Tailored Day Program, Supplemental Services and Social Recreational activities that focuses on clients whose primary language is ASL. Regional Center of the East Bay (RCEB) is requesting that Welfare and Institutions Code § 4669.2(a)(3) be explored so that clients who can be at risk due to language access have a safe and reliable space to communicate in their primary ASL language out in their community.

Impact to RCEB Clients Under Proposal

This request will affect RCEB clients in the following way: this proposal is to allow DeafPlus to have all ASL staff to meet the needs of their “Deaf Plus (deaf/hard of hearing with developmental disabilities)” clients. Deaf Plus has been a vendor with Regional Center of the East Bay since 2013. Deaf Plus Adult Community (DPAC) is the only community-based day program and supported employment provider in the Bay Area specifically designed for DeafPlus individuals. The consumers they work with rely on ASL as their primary mode of communication not as a secondary language

Impact on Regional Center and State Budget

There are no additional costs to The Regional Center of the East Bay. The cost of services has been factored into the RCEB budget.
